The Low-Income Home Energy Assistance Program (LIHEAP) is a federally funded program administered by the Alabama Department of Economic and Community Affairs (ADECA). LIHEAP is funded through a grant from the U.S. Department of Health and Human Services. ADECA contracts with Community Action Agencies and local nonprofit agencies to deliver LIHEAP to low-income households throughout the state.
The following is the maximum amount of income a family may receive and be eligible for energy assistance under LIHEAP Program.

Community Service Programs of West Alabama, Inc. administers the LIHEAP program in Bibb, Choctaw, Fayette, Greene, Lamar, Sumter and Tuscaloosa counties.
- Regular Heating and Cooling Assistance: No household may be assisted more than once for Regular Heating and once for Cooling Assistance with LIHEAP funds.
The Regular Heating/Cooling Assistance Program is designed to provide general heating/cooling assistance to any eligible household.
- Crisis Assistance (Heating and Cooling): Crisis assistance may only be provided to households that meet the income guidelines and that meet the definition of an energy-related crisis.
No household may be assisted more than once for Crisis heating and once for Crisis Cooling Assistance. In addition to the eligibility requirements, a household must have an energy-related crisis before crisis assistance can be authorized. To view a list of eligibility requirements click here.
Community Service Programs of West Alabama (CSP), Inc. implemented an automated scheduling system to better accommodate the increased demand for energy assistance. Providing funding is available, the automated system schedules utility assistance appointments for Bibb, Choctaw, Fayette, Greene, Lamar, Sumter and Tuscaloosa counties 24 hours a day, 7 days a week.
